Statement on behalf of the Group of 77 and China on Agenda Item 139: Human resources management, implementation of the new common system compensation package in the United Nations Secretariat

Madam Chairperson,

1. I have the honour to speak on behalf of the Group of 77 and China on agenda item 139 entitled human resources management, particularly on the implementation of new common system compensation package in the United Nations Secretariat.

2. The Group wishes to thank Mr. Victor Kisob, Officer-in-Charge, Office of Human Resources Management for introducing the Secretary-General's report, as well as Mr. Carlos Ruiz Massieu, Chairperson of the Advisory Committee on Administrative and Budgetary Questions, for introducing the Committee's report on this agenda item.

Madam Chairperson,

3. The Group of 77 and China would like to reaffirm its support to the proposals of the International Civil Service Commission on the common system compensation package and note with concern the delays of the Secretariat in implementing some of the elements of the new compensation package for staff in the Professional and higher categories due to technical and operational challenges.

4. The Group recognizes the importance of the common system as the ICSC has taken 3 years in order to arrive at a total review of the compensation package which was prepared in consultation with all interested parties and stakeholders, including representatives of Agencies, Fund and Programmes. While also recognizing the complexity of the issue, the Group hopes that the Secretariat would continue its effort in finding a practical solution for implementing the compensation package in full compliance with the mandates provided by the General Assembly with due regard to the benefit and entitlements of the staff.

5. In conclusion, the Group of 77 and China assure you of our active and constructive participation in the informal consultations on this important agenda item.
